Toby is responsible for NCSL’s Primary and Secondary Strategic Initiatives; E-learning (including NCSL’s online communities); Stakeholders and School Networks; and Marketing and Communications.
He was formerly the executive head of a federation involving three schools. He has also been a director at the Department for Education and Skills (DfES) Innovation Unit.
Toby was a founder member of NCSL’s governing council and provides specialist advice to ministers. He has worked across all age phases and in all types of educational provision. He has held leadership positions within the local authorities and worked as a manager within social care.
Toby is also a school governor and governor of Chichester College. He contributes to, and is on the editorial board of, a range of national and international professional journals. He has a BEd (Hons) and a Masters in Education and is a fellow of the Royal Society of Arts.
